This photograph was taken in Watertown, New York, a few miles from Lake Ontario and only 31 miles from the Canadian border. The name of the studio at the bottom of the cabinet card looks like “Gray,” but I have yet to find a record of a photographer there by that name.
I don’t know if the young dancer is wearing a Scottish or Irish outfit.
There are some Grays in New York here http://www.langdonroad.com/gl-to-gy but I haven’t looked through them all to see if any were in Watertown.
Did American photographic studios stage their sets like British ones did? If so, she may have been dressed up for the photo-session rather than it having been her own clothes.

Thanks for the link! I didn’t see a Gray in Watertown. I’m sure some American studios staged their sets to make images for commercial sale, but that practice was probably more common in Europe.
